It actually depends on your needs. Some CMS solutions has advantages or disadvantages over the other. And also your experience in each CMS does matter. An expert developer in Drupal may say that Drupal is the best for he is developing websites on Drupal. On the other hand, a Joomla-expert may say that Joomla is the Best.
